abolish regular seats and convert them into lump

 Government of Punjab's decision to abolish regular seats and convert them into lump sump pay oackage is not only unhustified but un warranted as well. It means people will have difficulties in their future promotions, which will be delayed because of very less number of vacancies.This vlearly shows their intent to discourage people from continuing their government jobs and switch to this so called lump sum package. The question is, was health department really performing below average in comparison to other departments?
